A donut-shaped geographical area surrounding a designated central ARTCC. The first tier includes all the ARTCCs that share a boundary with the designated ARTCC. The tier two ARTCCs includes the first tier ARTCCs plus those adjacent to the first tier ARCCCs. And so on.
